[Character - Texture, Moveset (PSA), Other (Effects, Animations, Final Smash, etc.) - Solid Snake]
This is a small PSA I am currently working on for Raichu. It is DEFINITELY not complete but is playable. It's just a little OP.
Neutral special: Extreme speed (Raichu morphs into an electric jolt and moves across the stage) Great for combos but is pretty OP as of now. I will make changes to make it balanced soon.
Side special: Wild Charge (Like Pikachu's skull bash but with electricity and a different animation. Also causes Raichu to take damage)
Up special: Spark (Has nice and pretty sparkling effects that shoots you into any direction you want) THIS is not like Pikachu's up special
Down special: Discharge (Pikachu's down B without the thunder just the discharge animation. VERY powerful and will be balancing soon. You can use neutral special into this move on the ground)
Final Smash: Electric Terrain (Surprise yourself!)
Down air: Spikes/meteor smashes an opponent
This can be put over Pikachu without any rel. Just thought I would put it over Snake.
